the Manchester disaster and after careful consideration it
was decided that no special legislation for compulsory
inspection was necessary.

Nevertheless in view of local conditions
it would appear desirable to consider the introduction of
legislation in the Colony to compel the adequate and
periodical examination of gasometers and to prescribe the
conditions under which such holders may be erected or
maintained in populous districts and I shall be glad to
receive any advice and information which the Home Office
and Ministry of Health may be in a position to furnish as
to the desirability of introducing such legislation, having
in view the generally unfavourable geographic position of
Hong Kong.
